Meet The Team

Kim Biddle, P.Eng.

President & Principal Engineer

Meet Eagle’s founder (1995), owner, and Principal Engineer. Kim Biddle is responsible and accountable for all projects undertaken by Eagle Engineering Corp. With over 35 years of highway engineering and project management experience, Kim has led the Eagle Team in the successful completion of more than 150 contracts encompassing everything from the planning, design, and construction of new highways; realignment, twinning and widening of existing highways; roundabouts; intersection improvements; and pavement rehabilitation. His thorough knowledge of the Alberta Highway Geometric Design guidelines and Best Practices, combined with his background as a Project Engineer for Alberta Transportation, familiarity with the provincial transportation network, and his personable rapport with stakeholders, ensures the Eagle Team consistently puts forward and delivers on optimal solutions.

Justin Sciarra, P.Eng.

Engineering & Project Manager

As co-owner and Vice President of Eagle Engineering Corp., Justin Sciarra manages all phases of Eagle’s engineering projects, overseeing the full project management lifecycle. His practical management style and drive to consistently achieve positive results is fundamental to project success. Justin is involved in engineering design, proposals, tender packages, contract administration, project reporting, and resource scheduling. His ‘hands-on’ leadership style and attentive mentorship is instrumental in educating the Eagle Team, guiding them towards excellence in their profession. Justin believes that a fun environment is a healthy environment, encouraging our team members to follow their passion while enjoying their personal life. His progressive attitude, and respectful, professional demeanor make him a highly valued asset on the Eagle Team.

Our operations run year-round with a ramping up of resources for the construction season. We are always looking for good people to join our team. Civil Engineer in Training

Eagle Engineering excels at Total Project Management, which begins with offering creative engineering solutions to provide optimal value within a constrained budget. Our engineering team consistently delivers exceptional performance focusing on preliminary engineering, detailed design, tender preparation, construction supervision, contract administration through to post construction services and warranty inspections.

Civil Engineering Technologist

The Technologist supports and rounds out our engineering team performing GPS surveying, materials testing and drafting work. Completion of a Civil Engineering Technology program and a member of ASET are the desired qualifications along with a mix of relevant experience.

Field Technicians (Seasonal)

Typically running May through October/November, we ramp up our team with temporary positions for grading and paving operations throughout the construction season. Scale Operators, Tonnage Checkers and Runners join our team. These valuable people support operations with the recording and checking of material quantities hauled in for the project. Reliability and accuracy of records are fundamental for our Field Technicians along with a keen interest in the industry. Construction experience is an asset.
